Restvedt v. Carlson, 2004 WL 1336752 (9th Cir. June 11, 2004) involved a "time-pay" bail bond program allowed by the administrative judge of the Bozeman, Montana Municipal Court.  Apparently the judge, Ms. Carlson, lets defendants pay cash bail on an installment plan.  A bail agent challenged this as depriving him of a constitutional right to practice his profession.  The Court held that even assuming there is such a constitutional right, it would not mean that there could not be a competing arrangement.  That is, there is no constitutional right not to have competitors.
