Marc Oudin is a Master Certified Bail Agent and has been a member of PBUS for over 26 years. He has served on the board and held many committee assignments throughout this time.

Mr. Oudin graduated from Louisiana Tech University in 1982 with a BA in English. For 30 years he has been a property insurance broker and is the designated general agent and chairman for Agents Mutual Insurance Company.

In 1990 during an audit, insurance regulators introduced Mr. Oudin to the bail bond industry. After a lot of research, he developed a mission (strategy plan) which evolved into his own bail bond company, Bail Bond Financing, Inc. (BBF).

Mr. Oudin's wife Nancy manages the bail bond office operations, while Marc focuses on agent recruiting and public relations. Their team effort has been a successful formula.

BBF is a single state surety. They host a network of agents throughout Arkansas. With a slogan of "We Never Sleep" and a mission statement of "Integrity & Respect," Mr. Oudin focuses on quality agents, open communication and customer satisfaction. Law enforcement agencies and judicial systems throughout Arkansas will confirm that BBF and their agents are focused on the guarantee of appearance. The Oudins have two children. Edouard and Caroline; they are both in post-secondary education.

Why do the Oudins treasure PBUS? Because the conferences offer educational outlets, valuable vendor introductions and networking with association friends. The destinations give us an opportunity to enjoy time away from our busy schedules.

Scott G. Hall was born June 8, 1964 in Linden, Alabama and graduate High School from Marengo Academy in 1982. He joined the United States Marine Corp Reserve the same year where he served ten years and was honorably discharged in 1992. Mr. Hall received his BA in Finance from University of South Alabama in 1987. He moved to Atlanta and went to work for a financial planning firm. Mr. Hall started his own firm specializing in estate planning in May of 1991 with his business partner, Christopher J. Bohrer. Together they decided to enter the bail bond business in 1994 by incorporating Anytime Bail Bonding, Inc. Mr. Hall and his business partner have grown Anytime Bail Bonding, Inc. from two employees to over fifty with ten offices covering 26 counties. 

Mr. Hall was elected President of the Georgia Association of Professional Bondsmen ( in fall of 1998, served four two year terms as President and currently serves as Vice President. During his involvement with the GAPB, he has helped pass the bail agent education law requiring  continuing education for licensure to write bail in Georgia, has helped pass legislation to establish minimum standards for recovery agents, and has helped pass legislation increasing the allowable bond fees charged on bonds.

Mr. Hall has been a long-time member of PBUS since 1996 and serves on the Board of Directors as the Immediate Past President. He served PBUS as Vice President and President, as well as serving as a member of the Council of Presidents for eight years, member of the Technology Committee, member of the Visa Bond Committee, Future of Bail Committee and the Legislative Committee. He is a Master Certified Bail Agent.

He currently lives in Augusta, Georgia with his wife Robin and his daughter Madison. He is a member of the Warren Baptist Church.

David Stuckman is a Master Certified Bail Agent (MCBA) through PBUS. He has been licensed as a bail agent since 1986 after working several years as a bounty hunter for Gatsche Bail Bonds in Manhattan, Kansas. In 1992 Mr. Stuckman became a bail agent full-time opening his office in Junction City, Kansas. He became a General Agent with American Surety Company in 2002 with 22 sub-agents under him throughout the state of Kansas. Mr. Stuckman has served as a board member and has been on several committees for the Kansas Bail Agents Association during his years in the bail industry.

Mr. Stuckman raised two wonderful children as a single parent. Cassidi is a full-time yoga instructor in Chicago, IL. Colby is in college studying to become a pharmacist. David was honored to receive the "Bail Agent of the Year" award in 2015.

Jennifer D. Ricks is a third-generation bondsmen and has been a bonding agent since 2001. She assumed her family business in 2008 and served as the Secretary for the Georgia Association of Professional Bondsmen for eight years (2006-2016) where she remains an active member. 

Ms. Ricks has a life passion for the bail bonding profession and the families she comes in contact with. She also volunteers in her community with several post conviction accountability courts and youth court sponsored court activities.

Jeff Kirkpatrick of Jackson, Michigan is a Life Member of PBUS, a Master Certified Bail Agent and past President. He was honored in 2012 as PBUS' Bail Agent of the Year and with the President's Award in 2013. He was also inducted in the Hall of Fame in 2009.

Mr. Kirkpatrick has been a bail agent for over 30 years and owns a retail bond agency. He is the Vice President of Industry Relations for Universal Fire & Casualty Insurance Company. His in-depth involvement in PBUS has led to him serving as President, Executive Vice President, Vice President, At Large Director, Division Director, and Division Vice Director. He has also served on numerous PBUS committees.

Additionally, Mr. Kirkpatrick was a member of a special commission that was impaneled to recommend and implement procedural safeguards designed to enhance public safety during the fugitive apprehension process. He has taught various seminars on skip-tracing and bail recovery. He was responsible for the creation of the first PBUS website in 1996. Mr. Kirkpatrick is the past president of the Michigan Professional Bail Agents Association and holds a Fidelity and Surety Insurance License from the State of Michigan. He writes both property and corporate surety bail.

Mr. Kirkpatrick obtained certification as an Electronics Technician from the Federal Communications Commission and is licensed as an Amateur Radio Operator and a certified locksmith. He is the immediate Past President of the Jackson Community Federal Credit Union and currently serves as a Director and Board Secretary.

Dennis Sew, MCBA, has a Bachelor of Science degree from Towson State University School of Business. He has 35 years of experience as a licensed bail agent in the states of Maryland and Pennsylvania. Mr. Sew has apprehended over 3,000 fugitives in his career.

Mr. Sew runs a general agency in Ocean City, MD, serving the Delmarva Peninsula. Mr. Sew has received the following honors from PBUS: Bail Agent of the Year, President's Award and was selected to the PBUS Hall of Fame. He has chaired PBUS' Fundraising and Membership Committees, served on the Education Committee and previously served on the Board of Directors.

Topo Padilla and his father Greg Sr. opened the family bail bond business in 1979. Together they grew the business to be one of the largest bail bond agencies in California.  After 20 successful years in business, they sold the company to a large corporation. After five years of working in the corporate world, they came to realize they were not able to maintain and manage the personal relationships with their clients and the legal community.

Marco LiMandri has been in the bail industry since 1972 and started his own bail agency in 1973. He served as President of the San Diego Bail Agents Association until 1992 as well as Vice President and President of the California Bail Agents Association. Mr. LiMandri also worked for the Hotel Employee's and Restaurant Employee's union as a business agent, was Chairman of the Health and Welfare Trust Fund union and Secretary-Treasurer.

Larry Newman lives in Carthage, Missouri with his wife Sharon. Together they own AAA Way Bail Bonds and have been in business since 2009.

Mr. Newman is a former first responder, volunteer firefighter, police officer, Probation and Parole volunteer, and Jasper County Sheriff’s Office deputy and detective. Currently he serves as President of the Missouri Alliance of Professional Bail Bond Agents.

Mr. Newman and his wife donate each year to several police and sheriff’s departments for their Shop with a Cop programs and sponsor the Carthage Tigers High School Bass Team, a group of 40 Jr. high and high school age youth.

Guy Ruggiero currently serves as the South Central Director for PBUS. He also serves as Vice President of the Louisiana Independent Business Association (LIBA) a Self Insured Workers Compensation Fund Association in Louisiana. Mr. Ruggiero, a native from Donaldsonville, Louisiana, attended Ascension Catholic High. Afterwards, he went on to attend Nicholls State University where he was a member of the Phi Kappa Theta fraternity. After receiving his Bachelors degree in education, Mr. Ruggiero launched his career in 1978 when he accepted a position as a field underwriter with the New York Life firm. In 1982, he started and served as President of Ruggiero and Associates, Inc., a general insurance agency that specializes in life, health, auto, commercial, and personal insurance.

In 1994, Mr. Ruggiero created yet another organization known as the Association of Louisiana Bail Underwriters, Inc. where he currently resides as President. Later, in 1996, he was responsible for creating and passing legislation that enables bail agents to receive pre-licensing instruction and continued education. In response to his dedicated work on this subject, the Louisiana Department of Insurance appointed Mr. Ruggiero as a founding member of the Insurance Education Advisory Council (IEAC).

Mary Alford Barron has been in the bail bonding business for over 33 years. The family business was established in 1987 by her late husband, Clayton H. Barron, who was a lifetime member of the Professional Bail Agents of the U.S. (PBUS). The company has been a member of PBUS since 1990. In 2006, Mrs. Barron obtained the MCBA certification and in 2009 her company obtained the National Board Certified Agency certification. In 2020, Mrs. Barron was inducted into the prestigious PBUS Hall of Fame. She has been a member of the Georgia Association of Professional Bondsmen since 1991 and serves as Region 8 Director.

As a retired Testing Administrator at Valdosta State University (VSU), Mrs. Barron was recognized as being a VSU pioneer. Her company has an A+ rating with the Better Business Bureau. Among other company memberships are the local Chamber of Commerce, the Georgia Sheriff's Association and the National Federation of Independent Business. As an outreach to the community, the company has been a sponsor of Little League teams through the Valdosta-Lowndes Parks and Recreation Authority since 1992. The teams are comprised of young boys and girls ages four through 15.

Believing in the educational adage, "A Mind is a Terrible Thing to Waste," Mrs. Barron has been giving academic scholarships since 2002 in her late husband's honor at Valdosta High School and Valdosta State University. The scholarship at VSU was fully endowed in 2010. Presently, more than 50 scholarships have been awarded.
