David Stuckman is a Master Certified Bail Agent™ through PBUS. He has been licensed as a bail agent since 1986 after working several years as a bounty hunter for Gatsche Bail Bonds in Manhattan, Kansas. In 1992 Mr. Stuckman became a bail agent full-time opening his office in Junction City, Kansas. He became a General Agent with American Surety Company in 2002 with 22 sub-agents under him throughout the state of Kansas. Mr. Stuckman has served as a board member of PBUS for many years and has been on several committees. He is also a board member of the Kansas Bail Agents Association.

Mr. Stuckman raised two wonderful children as a single parent. Cassidi is a full-time yoga instructor in Chicago, IL. Colby is in college studying to become a pharmacist. Mr. Stuckman was honored to receive the PBUS "Bail Agent of the Year" award in 2015.

Jeff Kirkpatrick of Jackson, Michigan is a Life Member of PBUS, a Master Certified Bail Agent™ and past President. He was honored in 2012 as PBUS' Bail Agent of the Year and with the President's Award in 2013. He was also inducted in the Hall of Fame in 2009.

Mr. Kirkpatrick has been a bail agent for over 30 years and owns a retail bond agency. He is the Vice President of Industry Relations for Universal Fire & Casualty Insurance Company. His in-depth involvement in PBUS has led to him serving as President, Executive Vice President, Vice President, At Large Director, Division Director, and Division Vice Director. He has also served on numerous PBUS committees.

Additionally, Mr. Kirkpatrick was a member of a special commission that was impaneled to recommend and implement procedural safeguards designed to enhance public safety during the fugitive apprehension process. He has taught various seminars on skip-tracing and bail recovery. He was responsible for the creation of the first PBUS website in 1996. Mr. Kirkpatrick is the past president of the Michigan Professional Bail Agents Association and holds a Fidelity and Surety Insurance License from the State of Michigan. He writes both property and corporate surety bail.

Mr. Kirkpatrick obtained certification as an Electronics Technician from the Federal Communications Commission and is licensed as an Amateur Radio Operator and a certified locksmith. He is the immediate Past President of the Jackson Community Federal Credit Union and currently serves as a Director and Board Secretary.

Topo Padilla and his father Greg Sr. opened the family bail bond business in 1979. Together they grew the business to be one of the largest bail bond agencies in California. Larry Newman lives in Carthage, Missouri with his wife Sharon. Together they own AAA Way Bail Bonds and have been in business since 2009.

Mr. Newman is a former first responder, volunteer firefighter, police officer, Probation and Parole volunteer, and Jasper County Sheriff's Office deputy and detective. Currently he serves as President of the Missouri Alliance of Professional Bail Bond Agents.

Mr. Newman and his wife donate each year to several police and sheriff's departments for their Shop with a Cop programs and sponsor the Carthage Tigers High School Bass Team, a group of 40 Jr. high and high school age youth.

Mr. and Mrs. Newman have three children and six grandchildren.

Guy Ruggiero currently serves as the South Central Director for PBUS. He also serves as Vice President of the Louisiana Independent Business Association (LIBA) a Self Insured Workers Compensation Fund Association in Louisiana. Mr. Ruggiero, a native from Donaldsonville, Louisiana, attended Ascension Catholic High. Afterwards, he went on to attend Nicholls State University where he was a member of the Phi Kappa Theta fraternity. After receiving his Bachelors degree in education, Mr. Ruggiero launched his career in 1978 when he accepted a position as a field underwriter with the New York Life firm. In 1982, he started and served as President of Ruggiero and Associates, Inc., a general insurance agency that specializes in life, health, auto, commercial, and personal insurance.

In 1994, Mr. Ruggiero created yet another organization known as the Association of Louisiana Bail Underwriters, Inc. where he currently resides as President. Later, in 1996, he was responsible for creating and passing legislation that enables bail agents to receive pre-licensing instruction and continued education. In response to his dedicated work on this subject, the Louisiana Department of Insurance appointed Mr. Ruggiero as a founding member of the Insurance Education Advisory Council (IEAC). He was honed as Bail Agent of the Year in 2006 by PBUS.
